Same problem for me. Apple Watch, iOS 8.3, iPhone 5s.
I spent 2 hours on the phone yesterday with Apple Care. They said there are other reports and Engineering is investigating. Representative promised a call back today.
On the Watch: Settings - Bluetooth - Devices - never finds the iPhone. It seems that the phone can find the watch but not vice versa.
Not resolving the problem, but they will keep us posted.

I spent 2 hr. today at the Apple Store and we got to the bottom of it.
My employer uses Google Mail and implements a policy that requires complex pass codes (6 digits, alphanumeric). It seems that the Watch pass codes are numeric. When setting the Watch pass code, it never completes (e.g. don't get prompted to re-enter the six digit pass code).
We resolved the problem by 1) removing my employers email account on the iPhone 2) establish a simple pass code on the iPhone 3) set a numeric pass code on the Watch 4) complete the Apple Pay set up and 5) restoring the employer email account + complex pass code on the iPhone.

May 5, 2015 7:41 AM in response to OlivierP_MDby caedus90,Interesting, I've been having the same problem. My company uses Airwatch to secure our devices. I'll have to try removing my email account and all the security profiles that come with Airwatch. Should be quite the ordeal.

May 15, 2015 7:57 AM in response to jgarcia67by caedus90,I finally tried it and it did work. If you remove the management policy, then set up the watch passcode it should save successfully. Then you can add the management policy through Airwatch. I guess the only downside is that you can't change the passcode. We'll have to see if the management policy passcode reset policy applies to the watch too. If it does, this will be a recurring process.
