My second iPad has an Apple ID that is an email address which I no longer have access to and I cannot remember the password. How can I change the Apple ID on that account?
Everything I've tried is asking for the password (which I cannot for the life of me recall) so I'm stuck.

You will need the password to be able to log into the account and update the email address on it. You should be able to reset the password by answering the account's security questions on http://iforgot.apple.com . If you can't then try contacting Support in your country, after confirming your id and that it's your account they should be able to reset its password (and its security questions) : Contact Apple for help with Apple ID account security

To then update the email address on the account, you can either do it by tapping on the id in Settings > iTunes & App Store on the iPad and logging into it, via http://appleid.apple.com, or via the Store > View Account menu option on your computer's iTunes.
