Do I need iOS 8.3 to transfer files from ipad2 to iPad air

i just got a brand new iPad Air. It says I need to have iOS 8.3 installed in ipad 2 in order to transfer my files to my iPad Air through iCloud.

Brand new out of the box may not always have the latest build of the firmware installed. See Update the iOS software on your iPhone, iPad, and iPod touch - Apple Support.
