I can't activate FaceTime and iMessage, but i do all correctly

Hello i cleared data on my iPhone.

I waited 24 hour's after recovering iPhone.

I customized correctly Time zone.

And iMessage and FaceTime still doesn't want's activate's.

iPhone 4, A1332

ios 7.1.2

No restriction's for all Apps.

Wifi is very good & Ok.

SMS is ok.

Mobile Operator is ok.

No filters of sms from mobile operator.

Account balance on Sim: 10$.

Apple id is ok.

Password is good.

Two Step Verification is ok.

*** Apple?!

UPD: iMessage from iPhone (3GS) to iPhone( 4) works. and back: from 4 to 3GS
