Can not send message to galaxy s4 from iphone 4s
i can receive messages from thegalaxy s4 and it shows sent on my iphone as sms but the galaxt s4 is not recieving them

Did the person with the Galaxy S4 previously use iMessage?

No they have always had a galaxy 4s. It was working fine then just stopped I can receive his messages but he does not recieve mine

Then it will be something on their end, they need to contact their cell provider. Or they have blocked you.
