How does one move a photo within an event ?

Are you asking about the iPhoto on an iPhone or iPhoto on a Mac? iPhoto on the iPhone does not have events?

Photos can't be sorted manually in iPhoto Events on a Mac. Here's the only sorting options for photos in Events:

You should be able to move individual photos within albums, not events, but you have to designate it as a manual sort in the drop down menu "View"
