In app purchases not working

Why when I try to purchase credits on my app, using my credit card, which has enough money in, when I try to purchase these credits it tells me it can't be completed and tells me to go to iTunes support, why is this? And can anyone help me?

iPhone 6, iOS 8.3

I don't know if this will help you but I had problems making in-app purchases especially unlocking trial games to the full version, resetting the settings always worked in that I could then unlock the game to the full version but that was a pain to do every time, turned out that having the clock set to 12 hour format is what caused the failure, changed it to 24 hour format & not had a problem unlocking or purchasing in-app items since.
