Text & voice on startup screen???

I have an early 2010 21.5" desktop. At the logon screen, I get a voice over and text box telling me what's on the screen. But I've checked accessibility options and don't have any options selected. Was an issue before latest iOS upgrades. What gives? Thanks in advance!
