when updating my ipad to ios 8.0, the terms and conditions page freezes my ipad

I have an ipad from 3 years ago-- I was updating it to iOS 8.0. When it got to the iCloud page for "Terms and Conditions" it froze and will not let me do anything. I have turned off the ipad and it simple returns to this page. My ipad is not useable in this state. Can you help?
