    Yes.

     

    In Photos > Preferences > iCloud > iCloud Photo Library, you can choose between Download Originals to this Mac and Optimize Mac Storage. The first option will keep full-resolution images in your local Photos Library in addition to keeping them in iCloud. The second option will keep only as many full-resolution pictures as you have room for and lower-resolution and thumbnails for the rest. That's the option you want. It really works well, including on your iDevices.
