everytime I try and download a app, it says verification required.

HI, I have a problem, so when I want to download a app it says verification required, but the only time it will let me download a game without saying that, Is when there is money on the credit card.

i tried signing out and signing back in.

I Tried using multiple credit cards and it still didnt work.

could someone help me?
