if u put iphone back to recovery settings will it delete cellular plan?

because im not setting it up again

ps. im on iphone5c IOS 8.3

Your cellular plan does not reside on the phone, it resides with your carrier, and has settings on the SIM card. Your recovery settings as you describe them, have no affect on the SIM.
