Clicking iCloud Photo Library doesn't "stick"

2 issues I have with the new version of Photos:

I am trying to sync photos over my devices, but when I open Prefs in Photos and click the "iCloud Photo Library" box, the check mark doesn't stay when I close the window (or switch to General in the same window). The two selections indented below this are greyed out, but the first one (copy photos to my Mac) is selected.

Second, does anyone know how to arrange the pix by title (as was possible with iPhoto)?
