Paid Apps and family sharing

We are using family sharing and i bought an Navigation App (Navigon) a few years ago for my iphone4. We are both using the latest update for that model iOS 7.1.2

I am the organizer of the family.

I want to share the App with my adult family member now, but i don't find any of my apps in her AppStore App on her iphone4

All other family functions work well (pictures, family calendar).

Do you have any ideas?
