How to sync All my iCloud Photos (not just the new ones)?

My Photo Stream is only syncing new Photos (after I install iCloud for Windows), it should be syncing All the photos I currently have in iCloud!

I need to download my photos and iCloud only allow me to do it one by one... How can I make Photo Stream to sync All iCloud photos? So after I can easily copy them?
