photos not correctly identifying JPEG and RAW images to stack

I have my camera set to take both JPEG and RAW. I have imported the images from my DSLR to photos.

Photos has correctly stacked 99.9% of the photos so that the jpeg and raw of the same photo are in a stack. However it has missed some. The name of the files are the same other than the file type, the timestamps are identical.

How do I get the JPEG and RAW to stack correctly on these files? Is there a way to manually stack?

MacBook Pro (Retina, 13-inch,Early 2015), OS X Yosemite (10.10.3), photos 1.0 (209.52.0)
