Ipad3 iOS 8.3 pop up every minute no SIM card installed

i just bought this iPad 3g to send overseas I updated the iOS to the latest 8.3 nor every minute a pop up of no SIM card installed any fix for this issue

I didnt have a sim card because i wasnt planing on using with the sim i bought it to take overseas

And when i put an ATT sim card in it will not activate the ipad i get this error
