You should be able to go to iforgot.apple.com enter in your Apple ID, click continue. Then click on reset security questions and you shouldn't have to put in old answers

You cannot reset security questions if you forgot them. You have to contact Apple Support as indicated in the first answer in this thread.

Correct. You have to contact them when you have forgotten the answers to your security questions. If you didn't have to contact them, then what kind of security would that provide?

You have to answer security questions when you forget your passcode. If you also forget your Security Questions, and can just reset them at will, then anyone else could as well....
