I have a few old playlists and when I create a new one they will not sync through iCloud. What is the problem?

Playlist sync iCloud. I have a few old playlists in my iTunes account on the MacBook Pro that will not sync through iCloud to my iPhone6 or iPad2. Also if I create a new playlist I have the same issue. What is the problem?
