When I select buy more iCloud storage and put in password the screen defaults back and seems to ask for password again and again. Should it not just take my request and give me some sort of confirmation?

In order to purchase more space for your iCloud storage, use the steps that outlined in this article -
iCloud: Upgrade your iCloud storage
Note that you must have a credit card on file connected to your Apple ID in order to make that purchase, even if you use another method for payment.
