Is there sufficient buffering in a USB power supply to protect an iPad against voltage spikes in a mains (110/220) line?
I am wondering if it necessary to carry the extra weight of a power protector when travelling.

The USB supply is not designed to be a surge protector, so surges that are more than slow, normal fluctuations will need some other form of surge protection.
