I checked my IMEI number on the activation check and it says that my stolen iPhone 5c could be activated, but the iPhone is still linked to my account. could someone help me make sense of this?

Non-apple sites that check IMEI numbers usually just check to see if the ESN is blocked by a carrier.
You can check if the phone is locked to your account by going to https://www.icloud.com/activationlock/
If it is showing as able to be activated there then you probably did not have find my iPhone tuned on. Even if the device is registered to you or on your support profile the find my iPhone feature is the only thing that can stop it from being activated by someone else.

even if lock mode is pending. can the phone still be activated?
not sure what pending would mean there, see if you can select your phone and put it into lost mode at https://www.icloud.com/#find
it tells me that the next time the phone is online it will play a sound and activate lost mode. does that means its too late and the phone has been activated and switched to a new icloud.com address.
If you turn on lost mode the screen will only show a custom message like "this phone has been lost please call XXXXXX" even if someone erases the phone after that it will just come back with the lost mode message and they will not be able to activate it
this is what i get every time i tried lost mode.
The screenshot that shows activation lock: OFF, indicates that anyone can activate this device.
