First of all, does sending diagnostic & usage to Apple drains battery life? Secondly, if I choose not to send them to Apple, will I be asked to send a report if an app crashes?

Yes it will use a little more battery power but I would not be concerned about that small amount.
You will not be asked to send data if yo have a problem. You will have to go to setting and change that setting.
