Most likely, the AppleID of the official owner of the device. Note that since you can own more than one Apple product, your unique AppleID can be used to register and control them all.

If the phone is not yours and you cannot set it up again, the real owner has triggered Activation Lock and it is now useless till said owner releases it.

If the phone is yours but you had not set up your AppleID to register it, a nasty prank has been played upon you.

If the phone belongs to a business and the sysadmin did not properly register it, you will have a lengthy process with Apple to prove ownership and recover control.

As for restoring, once you have real control of the device you will still need to have access to a backup of it, either on iCloud or locally on a computer running iTunes. If none is available, you have an as-new phone to set up. The previous contents will be lost for good.

Perhaps you could provide a little more information to help us help you. Whose iPhone are you referring to? If it is yours, are you the original owner? If you purchased it used where did you buy it? What exactly did you see on the iPhone when it was "wiped?" If there were any messages or notifications please provide them here exactly as they appeared.
