Upload to iCloud only

I have only 16 GB on my iPhone, but 200 GB on my iCloud space. At the moment, I have 80 GB worth of photos on iCloud, and my phone, even without any application installed, is completely full (I am optimizing iPhone storage as well).

How am I supposed to reach a workable solution? Is it possible to upload photos from the iPhone to iCloud only, without downloading photos existing on the iCloud? Is selective synchronization coming? It seems to me that is a very important feature, yet it isn't present. What good is to have 1 TB of iCloud space, if all my other devices have less than half?

Apple doesn't currently offer any cloud-only storage options for photos or anything else. There are non-Apple alternatives that do. The other thing you may want to do is provide feedback/suggestion to Apple at https://www.apple.com/feedback/icloud.html

I see that Apple is not offering--yet--any cloud-only storage option. That is too bad--cancelled the 200 GB plan. Even if I can't use Photos under OS X or iOS as intended, I have picked Google Drive as my iCloud replacement, when it comes to photos and files other than configuration settings, bookmarks and passwords.
