If you mean that the balance isn't showing on your account then check your account's purchase history to see if it's been used (e.g. auto-renewing subscriptions, pre-orders) : See your purchase history in the iTunes Store - Apple Support

If not then try logging out and back into your account on the device/computer that you are using and see if your balance then updates.
