loading Photo items to the cloud has stopped?

Loading photo items to the cloud from my iPhone 6+ has stopped. In Moments the little pin-wheel at the top of the page will spin a few seconds then stop for several seconds and repeat over and over. Nothing gets transfered. Has been doing this for two days. Before it stopped it had uploaded over 2500 items over a couple of days. All my hardware and software are current. Very frustrated - any help would be greatly appreciateEd.
