I just updated my IOS and when I go to enable contacts in my icloud it won't let me log in, it only allows me to "create a new apple ID"?

I just updated my IOS and when I go to enable contacts in my icloud it won't let me log in, it only allows me to "create a new apple ID"? My photos have transferred to my PC but my contacts have not because they're not enabled. I tried restarting my phone already and that didn't work. Please help!
