I am still using iPhoto '09 (version 8.1.2) on my MBP running OS X 10.9.5. I want to upgrade to the latest version of iPhoto so I can use Photo Stream for all of my devices. What's the easiest way to do this? Step by baby step please.

Open the App Store and purchase the latest iPhoto then download it.
Unfortunately it is not that easy - in fact I'm not sure if it is possible or not - you should have upgraded to iPhoto '11 version 9.5.1 long ago - you can try purchasing an iLife '11 DVD from eBay or Amazon and installing iPhoto '11 from it and using software update to update - I'm not sure if it will go to 9.5.1 or not
Or you can upgrade to Yosemite and install iPhoto 9.6.1 and use it or the new Photos App depending on which one you like
In the future I suggest the you never get 4 or 5 years out of date - it makes things much more difficult

I Like Yosimite - I am not yet happy with Photos and will continue to use iphoto 9.6.1 while I evaluate the next step - which unless major upgrades are made is not going to be Photos
