Do you have an iPhone associated with that Apple ID?
Yes. I also have another macbook running Mavericks (I am using my icloud account on there too).
Any ideas?
Try signing out of FaceTime their in Preferences, and signing back in.
If that does not not work, sign out of FaceTime on the iPhone and sign back in.
It seems the Macbook is not getting the association and as such does not display the iPhone Cellular Calls Option
This still isn't working. I've signed out from all of my devices. It's still not showing up.
Any other thoughts??

And signed back in? you are using the Same Apple ID?
Your iPhone number appears as an option under "You can be reached by FaceTime At" on the iPhone?
Is it showing up under that same section in FaceTime on the Mac?
Are you signed into the same iCloud account on both devices?
