Stuck in setting up iCloud Family Sharing - can't exit payment setup

OK.. I am trying to setup family sharing using my existing iTunes account.

It asks me to add a payment method. When I click "add", it launches iTunes and I verify the preferred method (paypal) setup.

When I return to the setup and click continue, it goes back to the "add payment".. I am stuck in endless loop of setting up the payment method... URGHHHH!
