So, I have an iphone5c, and recently I've been receiving a lot of imessages really late due to the fact that I'm not connected to wifi, and I have my data turned off as I don't have a lot. I was wondering if there was a way to set it so that the imessages sent to me are registered as text messages instead.

No, they would have to be sent as texts instead of iMessages.
if that is your situation I would probably just turn iMessage off under settings > messages

If all the senders have the Send as SMS option on then yes.
How does an iPhone send a message to a non-iPhone? It goes as SMS, whether "Send as SMS" is on or off. Likewise, if an iPhone cannot receive iMessages because the feature is turned off this is the same as sending to a non-iPhone.
I'll have to check that, not tried it but have seen reports of difficulties sending to people who had an iPhone and then changed it.
If you turn it off, then wait for a couple of days for the database update to get to sending phones it should work. The problem is that it isn't instantaneous.
