Can I use my Apple ID alias to create a new account
MY husband has an id alias on my apple account. How can he Create his own apple account using his alias?

I'm afraid not. Once an alias has been created it remains tied forever to the account that created it, even if you delete the alias. You can't move it to another account or use it to create an account.
