And with that amount of information no one else can either. You need to remember that we cannot see your machine, so you need to explain in some details what's gone wrong, why you think there is a library "somewhere" on your machine and how you got to this point.
Okay, so I've update to 10.10.3 , I know you cannot see my Mac I'm not an idiot.
Ok - in that case what is the reason you will not provide any details?

Sorry, I'll try. When I updated to 10.10.3 my I chose the wrong photo library and now I cannot covert old iphoto pictures to the new photo program. I was able to backdoor and reinstall iphoto 9.6, but I cannot find it under utilities.
iPhoto is not in your utilities folder - it must be in your Appellations folder
And you must have version 9.6.1 of iPhoto
You can change libraries with Photos by holding down the option key while launching Photos and selecting a different library
