Photos should be visible in the Share menu.
Ctrl-click the photo in your Mail attachment and use the command "Export to Photos".
But your currently used Photos library needs to be enabled as the System Photo Library in the Photos Preferences > General. Restart the Mac after switching between System Photo Libraries, so all apps will see the change.
This will work with Apple's Mail application. For other mail clients drag the photo to the Desktop and from there to the Photos icon in the Dock.

I'm having the same problem. However, myuserame>pictures>>photos library.photolibrary is showing as the Library Location in Photos > Preferences>General yet clicking on the "Export to Photos" does nothing. If I select "Export to iPhoto" that opens iPhoto with the message that the library has been exported to Photos.
Anyone any ideas please?
I've been down the restarts, safe boot, fixed permissions, ran Onyx route but with no success.

I have the same issue: Export to Photos does show up in the menu choices but nothing happens when I select it. Restarts, repairs, etc. has not resolved this for me either.
What I have been doing as a workaround is either to export to iPhoto (useful if I want to add missing location data) & then exporting from iPhoto to a folder & importing that into Photos, or (if I don't care about adding location info) just dragging the photo into the open Photos window & dropping it there.
If I select "Export to iPhoto" that opens iPhoto with the message that the library has been exported to Photos.
When iPhoto opens with that message click the "Open iPhoto" button in that panel. That will make the original iPhoto Library readable again in iPhoto and Mail can save to the iPhoto Library.
@ R. C-R I've just found out that something does happen. The photo is being sent to Photos but appears in the "All Photos" folder and not Last Import as expected. There is no indication that this has happened and Photos doesn't even open but the photo is there. I've just found loads of duplicates of photos that I thought weren't being imported.
Why they are not in Last Import I don't know, why Photos doesn't open I don't know - perhaps this is the way it's intended to work and I just haven't found it in the somewhat sparse Help files?

The "Last Import" album is only showing what you imported using "File > Import", not imports from the Photo Stream and not the Mail exports.
Mail adds the exported photos directly to the Photos library without launching the Photos app. This is convenient, if you do not want to waste time with launching Photos. But some kind of visual feedback would be nice, that the "Export to Photos" command has been executed.
Sometimes it takes several minutes for the photos to appear in Photos at all. The last time I tried, I saw the exported photos first on my second mac after several minutes, just as if the photos had been first added to iCloud Photo Library and only then to the local library.
Unfortunately for me, the photos in my emails are not being added to my All Photos album or anywhere else when I try the right-click, Export to Photos method. The total items count doesn't change, searching on what I know to be embedded Exif data or on the filename turns up nothing new, etc.
If it was working, since the All Albums view is sorted by data added, these photos should show up at the bottom of that view, but they do not. đ
Perhaps Mail is using the wrong Photos Library as the System Photos Library? Does your Photos Library show correctly in the Media Browser in other apps?

Yes. I have also checked the only other Photos Library I have created to make sure it is not the System Photo Library & that the photos are not somehow ending up in it.

Mail will export to the Photos Library that has been enabled as System Photo Library. You open the library in Photos by double clicking it, open the "Photos > Preferences > General" pane and enable "Use as System Photo Library".
If this option is dimmed, the library is already set as the System Photo Library.
