Is there a way to have the iPhone 6 prioritize wi-fi connection over cellular without deactivating cellular entirely?

The phone seems to be choosing Cellular over Wi-Fi and it's running up the data costs when I have it connected to Wi-Fi. Also, does anyone happen to be able to identify if the phone is utilizing Wi-Fi over the cellular network?
