my iphone4s i can recieve a call when phone is unlocked, i can not recieve that call when phone is locked

why can't I receive a call when my phone is locked, when I can receive a call when it is unlocked?

iPhone 4S, iOS 4.3.3

Make sure Do not disturb is not turned on.

Settings->Do Not Disturb

Sounds like you have set Do-Not-Disturb on. Swipe up from bottom of screen to bring up Control Centre and check the status of DND - (looks like a quarter moon icon). Tap it on or off.
