I need to reset the security questions on an Apple ID.
It does not give me the option to use a recovery email, although there is one on the account.
The only option is phone support, which I cannot use.
I need a chat or email option to reset security questions, can anyone help?

IF your rescue email is not working, your options are pretty limited - find a phone and call them is about the only way you are going to get things reset and workIng.
