If you can't reset the password via http://iforgot.apple.com (e.g. by answering the account's security questions) then try contacting Support in your country, after confirming your id and that it's your account they should be able to reset its password (and security questions).

The alternative is to go to an Apple Store, or contact iTunes Support, and see if they can remove the iPad from the account - they are likely to want to see proof of ownership e.g. original receipt with the serial number on it
