I have an iPhone 5S 32GB on IOS 8.2. I had to restore my phone today with the backup taken yesterday. But after the restoration, it was observed that all the data are restored except the downloaded apps.
It would be really appreciated if you can let me know how to restore the apps.

Did you restore from an iCloud backup or an iTunes backup. If you restored from an iTunes backup, and the apps are not in the iTunes library on your computer, then you will have to re-download them.

IM having the same problem except it won't let me log into my Apple ID.when I go to download something it just sits there saying "waiting." it was a iCloubackup
