Nothing wrong, you can scroll when the text becomes long. You can write an article there but need to scroll to see it all.
AFAIK it can't be enlarged, but if you want to enter a long-ish title (like, say, the credits for your movie), I have always found it better to write it somewhere else (TextEdit is a great choice), then copy and paste. The formatting of the text is retained, and it is much easier to edit text in a, er, text editor :-)

I have always used this method, but you cannot paste text with attributes, like font size, for example. You need to do it in that little window, or directly in the viewer. Another issue is the duration adjustment of the scroll in the timeline. When “reduce flicker” is applied, it does not end correctly.
About the text properties, I was talking about copy and paste from text editor, to minimize the problem with that little window.
Scrolling works fine, until you apply “reduce flicker” to progressive or interlaced. I don’t know how to explain with my poor english, but when the text ends, remains a blank space. You loose the duration control.
I will try a simulation:
