Why do I have to sign in to ICloud with password each time I use my phone?

Each time I try to use my phone, I get an intercept asking me to sign into iCloud. I can not just dismiss it.

I sign in. the phone and internet work.

the next time I again open my phone, I again have to sign in to iCloud with a password.

How can I eliminate this? I should stay signed in.
