Can't turn on iCloud Photo Library

I'm trying to turn on iCloud Photo Library on my iPhone as I understand it'll help free up storage space.

However, when I go to settings>iCloud>photos I only have the option to turn on 'My Photo Stream' rather than iCloud Photo Library and can't work out why that is!

Any help would be much appreciated 🙂
