Since you restored the iPhone it needs to be set up and activated again. you'll need a Sim card to do this. no way around this. You can borrow one if you don't have one, it does not need to have service on it, just needs to be functional and be from the correct carrier if the iPhone is locked to a carrier.

Nope. Since it is blank, Wi-Fi doesn't work cause it is unconfigured, so a SIM with data capabilities is indispensable to complete the process as it requires Internet access. And as Phil said, if the phone is carrier-locked, the SIM has to be from that carrier.

As I said, you need to get a sim card, that will be the only way to activate it now.
