After iOS 8.3 YouTube App won't upload

I recently upgraded to iOS 8.3 on ipad model md512ll/a (4th generation with retina display)

Since upgrading my YouTube App won't allow me to Upload/Publish.

I have tried resetting by Pressing and holding both the home and power buttons until the Apple logo appears.

I have also tried resetting my router.

Any other suggestions on how to resolve this issue would be greatly appreciated.
