When I connect my ipad to itunes, the photo tab does not show my computer photo files. Just a line that says I can download photos from icloud. How to I get the photo sync option?

If you have iCloud Photo Library turned on then iTunes photo syncing is not an option. Settings > Photos & Cameras > iCloud Photo Library
On a Windows computer you can add photos to your iCloud Photo Library by going to https://www.icloud.com/ and go into Photos and then click the Upload button. Once they have uploaded they will then automatically sync to your iPad.
