Morass- Apple ID confusion

I have lost track of apple IDs, what mail I used, certainly the passwords. I am an infrequent user, too many email addreses, poor memory, etc. Bad user, I know.

How can I reset all these things to simplify and regain control of my device?

I happen to be close to upgrading to a new device, will that be like a fresh start?
