I'd like to update my iPod touch to iOS 8 but it says that it's up to date at iOS 6.1.6. My iTunes is up to date. Please help!

This would indicate you have a 4th generation iPod, which can't be upgraded further.
You can't since you have a 4th Gen iPod.
If you need iOS 8 then you need to get newer hardware that can run iOS 8.
You have a 4G iPod and its hardware (only 256 MB of RAM) does not allow updating beyond 6.1.6
