iPhone 4s still says "Verizon" at the top even though no SIM Card is installed.

I'm using my iPhone 4s as an iPod with no SIM Card installed, but at the top it still says "Verizon" and it still has the 5 dots indicating my signal strength. Why does it not just show "NO SIM"? I am on IOS 8.3, the latest IOS version as of today.

The iPhone 4S is a 3G phone. On Verizon's network, it uses CDMA, which doesn't require a SIM. The SIM slot (and the Vodafone SIM that came in it) were for international roaming. However, Verizon unlocked all the 4S phones so you could, in theory, use it on a GSM network in the U.S. If you continue to use Verizon, you don't need a SIM .
