when awakening from sleep monitor does not respond

When my Mini awakes from sleep the monitor does not come on unless I start it up again/. I s that normal?

iMovie (iOS), Mac OS X (10.0.x)

The sleepimage file still reappears even if never slept. Delete it (hibernate off, etc) - within minutes its back.
